Julia Kaercher

Julia Kaercher is the Vice President of Program Development of Merchants Affordable Housing Corp.  Julia assists in project development and funding applications for MAHC and its consulting clients as well as planning community events.  Julia started her career in multi-family housing as a part-time volunteer, here at MAHC in 2014.  She has grown and excelled in the art of writing applications as she has helped to secure funding from multiple institutions. In 2017, she orchestrated the first community service event where over 50 volunteers helped to landscape six of MAHCs buildings.  Julia first learned of the Women’s Affordable Housing Network at AHF in Chicago and was enamored with the idea of chapter in Indiana.  The idea was able to come to fruition after a trip to Georgia to meet with Ashely Northcutt and we started with our first event in August 2018.

Lori Edwards

Lori Edwards joins MAHC as Vice President of Acquisitions.  She brings over 15 years of affordable housing experience from a variety of sectors, beginning with administering CDBG, HOME and LIHTC programs at the Indiana Housing and Community Development Authority to facilitating project closings at City Real Estate Advisors as well as full-service development of 4% and 9% Low Income Housing Tax Credit projects. In previous developer roles with The Annex Group and MACO Companies, she created successful partnerships and LIHTC development opportunities throughout the Midwest and Southwest regions of the US. She has received the HCCP and C3P housing certifications, serves as a Board member for Community Alliance of the Far East (CAFÉ) of Indianapolis and is a founding Steering Committee member for The Women’s Affordable Housing Network for Indiana.

Samantha Spergel

Samantha L. Spergel has worked at Indiana Housing and Community Development Authority (IHCDA) since January 2016; first as the Director of Real Estate Production and currently as the Director of Real Estate Strategic Initiatives and Engagement, where she provides policy oversight on numerous U.S. Department of Housing and Urban Development Housing Construction programs, oversees the Consolidated Planning process for IHCDA,  manages technical assistance and capacity building efforts, targeting local units of government and non-profits, to provide regulatory guidance, management training and insight into community development innovations such as Opportunity Zones, and manages special initiatives within IHCDA, including the Anchor Employer Workforce Housing Demonstration Program.

Samantha has been interviewed for Affordable Housing Finance Magazine, and Evidence Matters, the Quarterly Magazine for HUD’s Office of Policy Development and Research. Samantha has also presented at a variety of conferences, including the Council for Engagement and Outreach, Indiana Association of Regional Councils, Accelerate Indiana Municpalies, the Indiana Housing Conference, Indiana Township Trustees Conference and the Opportunity Zone Consortium Workshop, Samantha serves as Co-Chair of ULI’s Women’s Leadership Initiative (WLI and also holds positions on the Preserving Affordable Housing Committee through Near East Area Renewal, the Women in Affordable Housing Network Steering Committee.

Samantha holds a Bachelor of the Arts in Political Science from The College of Wooster, and a Master of Public Affairs from Indiana University.

Jennifer Green

Starting in December, 2019 Jennifer C. Green was selected as the Executive Director of Partners in Housing Development Corporation (PIHDC). Since Jennifer has been at the helm, revenue has increased and several foundations have provided funding to PIHDC as well getting the Supportive Services department fully staffed and functioning.

At PIHDC, Jennifer is responsible for ensuring that all 13 properties are performing to a capacity acceptable to the investors, funders and regulatory agencies.  Her main goal is to develop and acquire funding that will ensure PIHDC residents receive the supportive services needed for them to maintain their housing and move on as self-sufficient residents of society.

Ms. Green has over 25 years of experience in Community and Economic Development as well as working with the Low Income Housing Tax Credit program (LIHTC). Jennifer was the former President of Insight Development Corporation. She has held positions of Assistant Administrator of Community Development and Senior Project Manager for the City of Indianapolis. While at the City she served as project manager for its nationally recognized Fall Creek Place Development. As well, as Project Controller for Methodist Hospital and Asset Manager for Eastside Community Development Corporation.

The SPONSORSHIP COMMITTEE’S responsibility is to coordinate the receipt of sponsors and their donations. Committee members communicate with potential and existing sponsors to answer any questions and keep track of responsibilities to those sponsors. Committee members work with the Communications Committee to get information from sponsors in order to highlight them in newsletters and on social media. Committee members are also responsible for keeping track of the amount of funds coming in from sponsors and track the events and social media posts for each Sponsor.

The MEMBERSHIP COMMITTEE’S purpose is to recruit new members who have an active role in the affordable housing industry, develop networking, volunteerism, and community engagement opportunities for members, and promote the value of membership through professional and personal development activities.  The Membership Committee takes great pleasure in helping to empower women working in all aspects of affordable housing in the State of Indiana.
